Where is Mike Now? - USP Atwater

I'm in California for the end of this week to help Local 1242, USP Atwater, with an arbitration hearing (they subpoenaed me as a witness). The arbitration involves the agency deliberately holding Case Manager and Councilor positions vacant, while expecting the remaining Unit Team staff to function under unrealistic case loads. They also are including a safety violation aspect to the case, since the vacant staff positions meant fewer responders in an emergency.
