Where is Mike Now? - National Arbitration in Washington DC

This week, I will be representing the Council in a national level arbitration hearing in Central Office, Washington DC.  AFGE Local 3954 President, Daniel Beauchamp, from FCI Phoenix, will be participating in the hearing as well as a witness.

The arbitration is about  the Agency making unilateral changes to the way employees are reimbursed for phone expenses while on government travel.

In March 2012, William F. Dalius, Jr., Assistant Director (AD) for the Administration Division and the Bureau's Chief Financial Officer, put out a memorandum that "clarified" procedures for seeking reimbursement for phone calls made while on official travel; this "clarification" changed the previous practice that had been in effect for most bargaining unit employees when in a travel status.

Mid-Atlantic Regional Vice President, Dwayne Person,will be my co-representative in the hearing.
