The CPL Board are at the table this week with the Agency in Central Office, Washington, DC. We had scheduled Master Agreement Negotiations, but agreed to bargain over the Agency's draft Oleoresin Capsicum (OC) Aerosol Spray Pilot Program Operational Memorandum.
I had been asked to do my best to ensure a couple of things as the WRVP.
1. That USP Atwater would be included in the pilot program; no one would disagree that the murder of Jose Rivera brought us back to this point of focus on officer/staff safety.
2. That the OC spray be issued to Correctional Officers, not just management (E.G., Lieutenants).
As of this writing, the Agency draft contains both of those provisions. As things change, I'll update by blog.
