As I had mentioned in a previous post, the Agency, in one move, declared 65 of the Union's proposals non-negotiable on the Staff Entrance and Search Procedures Policy; the CPL filed negotiability appeals with the FLRA on all of the proposals that the Agency declared non-negotiable.
This week we are holding the first Collaboration and Alternative Dispute Resolution (CADR) Program mediation in an attempt to resolve the dispute.
The four CADR Union participants here are Dwayne Person (MAR RVP), Greg Shadowens (USP Marion), Michael Castelle (retired National Fair Practices Coordinator), and me.
The odds are that at least one or more of the proposals that the Agency declared non-negotiable is, in fact, negotiable, in which case, we would then go back to the table to finish negotiating the policy.
